Champaign's unemployment rate for April fell to 8.7 percent, which is better than the state rate of 10.8 percent and the national unemployment rate of 9.5 percent. Yet critics claim that the real unemployment rate is overlooked as many formerly unemployed residents have now become under-employed - often working less hours than before and for less money.
