Champaign County Regional Planning Commission

The Community Action Program provides grants and loans for housing rehabilitation in rural areas of Champaign County. It also provides housing counseling to low-income households. Depending on availability of funds, RPC helps homeless or near homeless persons with first month rental payments and may help with past due rent. It provides information, referral and advocacy for low-income families and seniors, training for family daycare providers, and a career mentoring program for middle and high school students. Post-secondary education scholarships for qualified low-income students are available. RPC administers the Champaign County HEAD START PROGRAM.

Champaign-Urbana Tenant Union

The program provides information, counseling and advocacy for those with concerns related to landlord/tenant relations, including evictions, lease contracts, damage deposit disputes, discrimination in renting and repair problems. The Tenant Union also compiles complaint histories regarding landlords. Telephone or walk-in 8:30am- 5:00pm Monday, Wednesday,or Friday and 9 to 6pm on Tuesday and Thursday.

The Neighborhood Services Department is responsible for many issues that affect individuals and their homes, neighborhoods, and the larger community of Champaign. There are three divisions that each have differing responsibilities: Neighborhood Coordination is charged with the organization and support of neighborhood groups, neighborhood programs and disseminates funding to rehabilitate housing and support local social services, and Property Maintenance identifies and works to correct code issues on properties throughout the City.

City of Urbana - Department of Community Development Services

Programs available to assist low-and-moderate-income residents with housing, emergency repairs, accessibility modifications, home improvements and other needs. Major Activities of the Grants Management Division: To maintain and improve the quality of life in the City of Urbana through design and delivery of programs that either benefit low-income persons or eliminate slum and blight: (1) Elimination of deficient housing conditions through loans and grants, (2) Increase the number of affordable rental housing units to very low-income persons through tenant-based rent assistance and use of tax credits for investors in low-income housing, (3) Improve the appearance and safety of the CD Target Area through capital improvements and cleanup activities, (4) Increase the number of accessible housing units available to persons with disabilities, (5) Prevent housing deterioration through grants for minor home repair targeted toward elderly persons and persons with disabilities, and (6) Operation of the City of Urbana's transitional housing program for homeless families with children.
